29 CFR 1918.32(b): The edge of a hatch section, or of stowed cargo, was not guarded by a vertical safety net or other means providing equal fall protection to exposed employees:      (a)  Winona Terminal, at the Winona Commercial Harbor along the Upper Mississippi River at mile 727; On or about August 27, 2015, an employee engaged in the task of closing rolling covers on a dry bulk cargo barge, AGS 789, was not protected from falling from the open ends of the cover sections to the empty barge floor approximately 18 feet below.
