29 CFR 1926.501(b)(11): Each employee on a steep roof with unprotected sides and edges 6 feet or more above lower levels was not protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  a) Jobsite, 9th St. & Parker St., Chester, PA - Two employees on a steep roof were not protected by guardrail systems, safety net systems, or personal fall arrest systems, exposing employees to fall hazards up to approximately 30 (thirty) feet.  Observed on or about 7/6/15.

29 CFR 1926.1053(b)(13): The top or step of a stepladder was used as a step:  a)Jobsite, 9th St. & Parker St., Chester, PA - An employee standing on top of a six foot step ladder on the fire escape while installing shingles was exposed to a fall hazard of six feet.  Observed on or about 7/6/15.
