29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, sturcure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access. a- 7188 Ocean Drive, Avalon NJ: An employee, not supplied with fall protection, was exposed to fall hazards in excess of 25 feet to the ground surface below when performing stucco application and other masonry related activities from a prefabricated, tubular welded framed scaffold that was missing safe access/egress to the scaffold's walking/working surface. Company employee was observed using the scaffold's cross braces to access/egress the scaffold's top level. Condition observed on or about 09/12/15.
