29 CFR 1926.100(a): Employees working in areas where there is a possible danger of head injury from impact, or from falling or flying objects, or from electrical shock and burns, shall be protected by protective helmets.  a. On the sidewalk in front of the building where an employee was working below employees who were removing the roofing material on the roof, the employee's head was not protected, thereby exposing the employee to struck-by hazards.

29 CFR 1926.501(b)(11): "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems.  a. On the roof of the two story building where employees were engaged in the removal of the roof in preparation for replacement of the roof, the employees were not protected from falls, thereby being exposed to a 20 foot fall hazard.
