29 CFR 1910.134(c)(1):   A written respiratory protection program that included the provisions in 29 CFR 1910.134(c)(1)(i) - (ix) with worksite specific procedures was not established and implemented for required respirator use:  Employees engaged in pickup truck preparation tasks such as sanding, grinding, and cleaning with methanol as well as employees who applied a spray-on truck bed liner product were required by the employer to wear a half mask respirator and a full facepiece respirator respectively. Employees were exposed to dusts and methanol vapors during preparation tasks and were exposed to methylene bisphenyl isocyanate (MDI) during the truck bed liner application process, a chemical which can cause respiratory sensitization. The employer did not establish and implement a written respiratory protection program to protect the safety and health of its employees that were required to use a respirator.  Abatement documentation is required for this item in accordance with the requirements of 29 CFR 1903.19(d).

29 CFR 1910.134(e)(1):   The employer did not provide a medical evaluation to determine the employee's ability to use a respirator, before the employee was fit tested or required to use the respirator in the workplace:  Employees engaged in pickup truck preparation tasks such as sanding, grinding, and cleaning with methanol as well as employees who applied a spray-on truck bed liner product were required by the employer to wear a half mask respirator and a full facepiece respirator respectively. Employees were exposed to dusts and methanol vapors during preparation tasks and were exposed to methylene bisphenyl isocyanate (MDI) during the truck bed liner application process, a chemical which can cause respiratory sensitization. The employer did not provide a medical evaluation to each employee to determine their ability to use a respirator before required respirator use. 29 CFR 1910.134(f)(2):   Employee(s) using tight-fitting facepiece respirators were not fit tested prior to initial use of the respirator and at least annually thereafter:  Employees engaged in pickup truck preparation tasks such as sanding, grinding, and cleaning with methanol as well as employees who applied a spray-on truck bed liner product were required by the employer to wear a half mask respirator and a full facepiece respirator respectively. Employees were exposed to dusts and methanol vapors during preparation tasks and were exposed to methylene bisphenyl isocyanate (MDI) during the truck bed liner application process, a chemical which can cause respiratory sensitization. The employer did not fit test employees that used a tight-fitting respirator before required respirator use and at least annually thereafter.  Abatement certification is required of this item in accordance with the requirements of 29 CFR 1903.19(c).

29 CFR 1910.134(i)(5)(iv):   The employer did not ensure that compressors used to supply breathing air to respirators were constructed and situated so as to have a tag maintained at the compressor containing the most recent change date of in-line air-purifying sorbent beds and filters and the signature of the person authorized by the employer to perform the change:  Employees who applied a spray-on truck bed liner product were required by the employer to wear a full facepiece supplied air-line respirator. The respirator was supplied with air from an ambient air pump/portable air compressor located in a nearby room. The employer did not ensure that the compressor was maintained with a tag reflecting the most recent change date of in-line air-purifying sorbent beds and filters and the signature of the person authorized by the employer to perform the change.  There is no abatement certification or documentation required for this item.
