29 CFR 1926.1052(b)(2): Foot traffic was not prohibited on skeleton metal stairs where permanent treads and/or landings were to be installed at a later date and the stairs were not fitted with secured temporary treads and/or landings long enough to cover the entire tread or landing area:    a) Apartment Stairway - Employees were using a metal stairway with a three quarter inch pan and exposed to a trip and fall hazard, on or about 10/13/2015.    In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the Certification of Corrective Action Worksheet).
