29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets:    At a residential construction site, employees performing framing work were not protected by a protective helmet while working underneath employees that were framing above at higher levels. The employees were exposed to being struck by objects and/or tools falling from a height greater than (20) feet.

Employees climbed the walls and trusses exposing them to an unprotected fall of approximately 11 feet to the ground below.
