29 CFR 1910.134(c): The employer did not develop and implement a written respiratory protection program with required worksite-specific procedures and elements for required respirator use including:          - medical evaluations for employees using respirators.         - fit testing procedures for tight fitting respirators.         - training of employees in the proper use of respirators.   At the Facility - Employees were given half face cartridge respirators without first being medically approved or evaluated to wear them,  not being fit tested prior to their use, and not trained in the proper use of the respirators.
