29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems. On or about October 21, 2015 at 1339 Laney Walker Blvd., Augusta, GA., an employee working at the ridge cutting the tails off the joist was not protected from falling between 33 feet, 8 inches and 22 feet, 8 inches to the lower level.

29 CFR 1926.761(b): The employer did not institute a training program and ensure all employees exposed to fall hazards; recognize and identify fall hazards in the work area, use and operate guardrails systems (including perimeter safety cables systems) , personal fall arrest systems, positioning devices systems, fall restraint systems, safety nets, and other fall protection to be used; the correct procedures for erecting, maintaining, disassembling, and inspecting the fall protection system to be used, the procedures to be followed to prevent falls to the lower levels and through holes and openings in the walking /working surfaces and walls; and the fall protection requirements of this subpart. On or about October 21 2015 at 1339 Laney Walker Blvd., Augusta, GA., the employer failed to institute a training program where employee recognized and identified fall hazards in the workplace, use and operate personal fall arrest systems when exposed to fall hazards of 33'-8" to 22'-8" to the lower level.
