29 CFR 1926.501(b)(15): Each employee on a walking/working surface 6 feet (1.8 meters) or more above lower levels was not protected from falling by a guardrail system, safety net system, or personal fall arrest system: On the Southwest side of the construction site on the third floor balcony, an employee was exposed to a fall hazard of approximately 27-feet while using a boxed water heater laying on its side as an elevated work surface reducing the top height railing to 20 inches which did not provide adequate fall protection.
