29 CFR 1926.501(b)(11): "Steep roofs." Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  Located on the east side of a commercial steep roof, employees were observed leaning over the roof edge removing existing gutters from a commercial structure without the use of any fall protection system. Potential fall height was measured greater than 25' with a roof pitch measured to be 10 in 12 pitch.   In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification.  This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence, or written records.

29 CFR 1926.1053(b)(21): Each employee shall use at least one hand to grasp the ladder when progressing up and/or down the ladder:  An employee working for Allstate Gutter, LLC was observed ascending an extension ladder to gain access to the roof top while carrying aluminum seamless gutters on one shoulder and not utilizing one hand to grasp the ladder exposing the employee to a fall hazard.  Potential fall height was measured to be greater than 25'.
