Location: 160 First St., Jersey City, NJ.    a) Employer had unsecured material such as, but not limited to, 1" plastic pvc pipes, wood, construction debris and roofing materials stored on the main roof.  The roof did not have exterior walls; on or about 10/30/15.

29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    Location: 160 First St., Jersey City, NJ.    a) The 14th floor stairway's landing leading to the main-roof did not have a guardrail system, thereby, exposing employees working/accessing the main roof to a potential fall of approximately 15 ft. to the adjacent building; on or about 10/30/15.
