29 CFR 1926.501(b)(1): Each employee on a walking/working surface having an unprotected side or edge which was six or more feet (1.8m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or person fall protection.  At the job site located at 1900 B Wanamaker, Topeka, Kansas, employees examining windows for repair without a fall protection system in place were exposed to fall hazards of approximately 8 feet 9 inches to the ground.

29 CFR 1926.1053(b)(13): The top or top step of a stepladder was used as a step:  At the job site located at 1900 B Wanamaker, Topeka, Kansas, employees using a step ladder to gain access to a ledge area by standing/climbing from the top step of the ladder onto the ledge were exposed to fall hazards of approximately 8 feet 9 inches to the ground.
