29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system.  Or, on roofs 50-feet (15.25 m) or less in width, each employee was not protected by use of a monitoring system.    a) Roof, Commercial Establishment, 1 Burke Drive, Drums, PA - Employees on the low sloped roof of a commercial establishment engaged in replacing the roof were not protected from falling and were exposed to a fall hazard that ranged from nine-foot (9') to twenty-foot (20') above a wooden deck, as observed on or about December 4, 2015.    Hutchison Construction, LLC was previously cited for a repeat-serious violation of this Occupational Safety and Health Standard or its equivalent standard (29 CFR 1926.501(b)(13)), which was contained in OSHA inspection number 485098, citation number 1, item number 1 and was affirmed as a final order on August 2, 2012, with respect to a workplace located at 517-519 North Church Street, Hazleton, PA.    In accordance with 29 CFR 1903.19(d), abatement certification and documentation is required for this violation.
