29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a)  On or about December 10, 2015, employees were exposed to falls in excess of 6 feet where open sided floors underneath staircases did not have guardrails or a fall protection system in place.    Abatement Note:  Abatement certification and documentation are required for this item (see enclosed "Certification of Corrective Action Worksheet").

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:    (a) On or about December 10, 2015, and at times prior, employer exposed employees to falls in that the stairways  throughout housing development building 3 and 4, were not equipped with a stairrail system.
