29 CFR 1910.151(c): Where employees were exposed to injurious corrosive materials, suitable facilities for quick drenching or flushing of the eyes and body were not provided within the work area for immediate emergency use. The eyewash located in the garage area of the facility was not functioning and did not contain an adequate of water. Employee(s) were exposed to corrosive chemicals including, but not limited to battery acid electrolyte, diesel exhaust fluid, and windshield washer fluid.

A charging forklift would also be an additional obstruction to electrical panel access.
