29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury:   This violation occurred on or about January 8, 2016, at a construction jobsite; where at least one employee operated equipment without recognizing the unsafe conditions and hazards associated with the equipment.     a)     The employee operated a New Holland skid steer loader belonging to another contractor to jump start a JLG SkyTrak lift.
