29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):   a) On the roof, on or about January 20, 2016, two employees were working from the roof installing roof decking and shingles without any means of fall protection, resulting in a fall hazard of up to 18 feet.  b) On the 2nd floor balcony, on or about January 20, 2016, an employee was observed working from an unguarded 2nd floor balcony, resulting in a 9-foot fall hazard.
