29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered, by trained and experienced employees under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling or alteration:; Such activities were not performed only by experienced and trained employees selected for such work by the competent person.   The employer is failing to protect employees from fall hazards of approximately 12 feet 7 inches on a job site where the employees are finishing fascia work while using a company erected carpenter scaffold that was built without the direction of a competent person.  Instances that demonstrate this failure include but are not limited to:    i.      The platform was constructed out of a 2x12 and measured to be eleven and half inches wide when the standard requires them to be 18 inches wide.  ii.     The scaffolding has no guard railing installed to protect against fall hazards.   iii.    The scaffolding was built without diagonal cross bracing to provide lateral support to the system while in use.

The employer is failing to protect employees from fall hazards of approximately 12 feet 7 inches on a job site where the employees are finishing fascia work while using a company erected carpenter scaffold that was built without diagonal bracing between the vertical poles.
