OSH ACT of 1970 Section (5)(a)(1): The employer did not furnish employment and a place of employment which was free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to struck by and crushing hazards:    a) On or about 2/6/2016, Working face of landfill and landfill roadways:  Employees were exposed to the hazard of getting struck by vehicles and being involved in vehicle crashes while operating tractor trailers.  The employer had not ensured that truck drivers followed local safety rules, requirements and regulations in that communication was not maintained between the tipper operator and the truck drivers.  The employer had not ensured that trailer brakes were hooked up so that the trailer brakes would assist in controlling the tractor trailers while traveling.  The employer had not ensured that the electrical connection between the tractor and the trailers was hooked up and compatible.    Among other feasible and acceptable means of abatement would be to: a) Ensure that the tipper operators and truck drivers have operable radio communication equipment and utilize it. b) Ensure that the air brake lines between the tractor and the trailers get hooked up prior to moving the trailers.  c) Ensure that the electrical connection powering the trailer lights get hooked up prior to moving the trailer.       Abatement documentation is required for this item.
