29 CFR 1917.50(b)(1): The certification required was not performed in accordance with 29 CFR Part 1919 by persons then currently accredited by the Occupational Safety and Health Administration.      Or in the alternative:     29 CFR 1917.50(b)(2): The required certification was not performed in accordance with standards established and enforced by the state in which the device was located or by a political subdivision thereof which had been found by the Secretary to be compatible with 29 CFR Part 1919 and by persons designated as competent to perform such certification by a competent state authority and recognized as such by the Secretary.      (a) Located at Rivergate Terminal in the section of the pier used to unload urea: On or about and at times prior to February 11, 2016 the inspection revealed that employees were potentially exposed to serious injury due to the wire ropes and winch system supporting the belt#2 conveyor that were not inspected annually by a person designated under 29 CFR 1919.
