29 CFR 1926.304(d): Each portable, power-driven circular saw withdrawn from the work did not automatically and instantly return the lower guard to the covering position of the saw.      On the west side of the construction site, an employee using a Skill saw with the lower guard wedged in the up position while cutting paving stakes was exposed to amputation hazards.
