29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:   a) On or about March 16, 2016 and at times prior, Doroteo Construction, as the controlling employer, did not conduct effective safety inspections to ensure that employees of Lazcano Construction (subcontractor) were protected from falls of approximately 40 feet.
