29 CFR 1926.501(b)(13): "Residential construction." Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure.       a)  On or about March 22, 2016, at the above addressed jobsite - Employees installing a gutter system on a low sloped roof were exposed to fall hazards due to unprotected sides/edges of approximately eight (8) feet over a deck and seventeen (17) feet, three (3) inches above the ground.

29 CFR 1926.1053(b)(6): Ladders shall be used only on stable and level surfaces unless secured to prevent accidental displacement.    a)  On or about March 22, 2016, at the above addressed jobsite - Employees installing a gutter system were exposed to fall hazards due to using a six (6) feet step ladder on a low sloped roof,  thereby exposing the workers to fall hazards of approximately eight (8) feet.
