29 CFR 1926.202: Barricades for protection of employees shall conform to Part VI of the Manual on Uniform Traffic Control Devices (1988 Edition, Revision 3 or Millennium Edition), which are incorporated by reference in 1926.200(g)(2).   [67 FR 57736, Sept. 12, 2002]     Located within the 100 block of East Corry St Cincinnati, OH there was an employee observed performing balcony railing installation associated operations from within the basket of a JLG Ultra Boom Model 1350SJP extensible and articulating boom aerial lift which closed one of two lanes of an urban street and overhung into the adjacent lane of oncoming traffic, without the employer ensuring adequate temporary traffic channelization elements were in place to direct vehicles through the temporary control zone.

29 CFR 1926.501(b)(13):Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels shall be protected by guardrail systems, safety net system, or personal fall arrest system unless another provision in paragraph (b) of this section provides for an alternative fall protection measure. Exception: When the employer can demonstrate that it is infeasible or creates a greater hazard to use these systems, the employer shall develop and implement a fall protection plan which meets the requirements of paragraph (k) of 1926.502.     Located along E. Corry St. residential apartment complex number 308 and 408 level balconies there is an employee observed performing railing associated operations adjacent to unprotected sides or edges of each balcony without conventional fall protection systems being utilized exposing the employee to fall potentials in excess of 30 feet.
