Each employee on a steep roof with unprotected sides and edges 6 feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems.  a. Located at 67885 Friends Church Road in Saint Clairsville, Ohio: On or about April 21, 2016, employees were removing and installing asphalt shingles on the approximately seven on twelve pitched roof without a means of fall protection, thereby exposing employees to a fall hazard.

The program shall enable each employee to recognize the hazards of falling and shall train each employee in the procedures to be followed in order to minimize these hazards.  a.
