29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:  (a) Construction Site: On or about April 26, 2016, and at times prior, employees were exposed to a fall of approximately 24 feet to the ground below while taking measurements from the unguarded edge of the new commercial building.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail:    (a) Construction Site: On or about April 26, 2016, and at times prior, employees were exposed to a fall to the floor below using a stairway with approximately eleven risers to access and egress the new commercial building.
