Cardboard with cut outs for access to the energized circuit breaker(s) was used to cover the energized panels.        Note) Certification of corrective action IS required for this item.

29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system:    a) Building 4: On May 18, 2016 and at time prior thereto the controlling employer Kartchner Homes of Idaho did not ensure that their employees and the employees of their sub-contractors were protected from fall hazards .  Employees worked on second and third floor balconies without guardrails or other fall protection systems in place.  Kartchner, Inc., was previously cited for a violation of equivalent standards 29 CFR 1926.501(b)(1) and 29 CFR 1926.502(a)(2), which were contained in OSHA inspection number 959713, citation number 1, item number 3a, and 3c.  These were affirmed as a final order on May 24, 2014, with respect to a workplace located at University and South 5th West, Rexburg, ID., 83440.  Note) Certification of corrective action and documentation ARE required for this item.

29 CFR 1926.1052(c)(1)(i): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail:  a) Jobsite: On May 18, 2016 and at times prior thereto the controlling employer Kartchner Homes of Idaho did not protect their own employees and ensure that the sub-contractors protected their employees while using permanent stairways.  Permanent stairways used for access to the upper levels did not have at least one handrail in place.  This included but was not limited to building 5.    Kartchner, Inc., was previously cited for a violation of equivalent standards 29 CFR 1926.501(b)(1) and 29 CFR 1926.502(a)(2), which were contained in OSHA inspection number 959713, citation number 1, item number 3a, and 3c.  These were affirmed as a final order on May 24, 2014, with respect to a workplace located at University and South 5th West, Rexburg, ID., 83440.
