29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):  (a) New residential construction on Lot #93, Stairway: On or about June 9, 2016, and at times prior, the employer failed to inspect new residential structures for fall hazards which included the stairway, in that temporary stair rails were not installed along the open sides of the stairway leading to the stairway landing to the second floor. Employees using this stairway was exposed to falls of approximately 4-feet, 6-inches.  (b) New residential construction on Lot #93, Back side: On or about June 9, 2016, and at times prior, the employer failed to make frequent inspections of the contractors performing work on the jobsite, in that the cornice board installers worked on site from a pump jack scaffold for several hours without a fall protection system in place. The employer is not enforcing their safety program as the competent person is not performing regular inspections of the jobsite.
