29 CFR 1926.451(f)(3): Scaffolds and scaffold components were not inspected for visible defects by a competent person before each work shift, and after any occurrence which could affect a scaffold's structural integrity:  a) 200 E. Saint Georges Avenue, Linden, NJ 07036. Employees were allowed to work on and from tubular welded scaffold when the scaffold had not been inspected by a competent person in that the platform was not fully planked, missing cross braces, no fall protection system in place and no ladder for safe access exposing the employees to fall hazards. Employees were allowed to work on and from tubular welded scaffold that was missing cross bracing resulting in the scaffold not being plumb, square and or rigid exposing the employees to fall hazards in the event of a collapse.
