29 CFR 1926.502(d)(17): The attachment point of the body harness was not located in the center of the wearer's back near shoulder level, or above the wearer's head:  On or about June 16, 2016:  a) An employee installing felt paper on a new residential roofing system, was not using the attachment point, located at the center of the wearer's back, the employee was using a climbing rig that moved the attachment point to the front of the wearer, located below the abdomen area.   In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
