(a) New townhome construction, North side: On or about July 11, 2016, and at times prior, the employer exposed employees to fall hazards of approximately 3-feet from the top of the platform hoist to the ground level, in that the employer allowed employees to use the material hoist as a ladder which is prohibited by the manufacturer of this equipment.
