29 CFR 1926.1053(b)(1): When portable ladders were used for access to an upper landing surface, the ladder side rails did extend at least 3 feet (.9 m) above the upper landing surface to which the ladder is used to gain access:  a) Wilkeswood Apartments, Wilkes Barre, PA: An extension ladder that was used by 8 employees to access the roof of an apartment building was not properly installed in that the side rails did not extend at least three feet above the eave. This could have resulted in the ladder being dislodged and exposure to a fall, observed on or about July 28, 2016.  ABATEMENT CERTIFICATION REQUIRED
