29 CFR 1926.451(h)(2): Where there is a danger of tools, materials, or equipment falling from a scaffold and striking employees below, the area below the scaffold the scaffold to which objects can fall shall be barricaded and employees shall not enter the hazard area:   On August 2 and 3, 2016 located in ARG Packing, just north of column P31 employees were utilizing a Genie GS-1930 aerial scissors lift scaffolding system to lift and elevate sheets of plywood laid flat and overhanging the top of the scissors lift guardrails system without securing the sheets of plywood or otherwise protecting employees working below from hazards associated with materials falling over 10 feet off the scissors lifts guardrail system and striking employees below.
