29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:      a) On or about May 28, 2016 and at times prior, employees were exposed to fall hazards of approximately 20 feet. The employees working near the edge of the balcony on the third level were not protected with a fall protection system.

29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:      a) On or about May 28, 2016 and at times prior, employees were exposed to fall hazards of approximately 10 feet high. Employees use the stairs to access and egress the second and third levels of the building and were not installed with stair rails.
