29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:    (a)  On or about August 20, 2016, GT Construction, as the controlling employer, did not ensure that the employees of Carlos Dealmonte, framing subcontractor, were safe from health and safety hazards by conducting effective frequent and regular safety inspections of the job site by a competent person, and ensuring that fall hazards were identified and mitigated.
