29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met:  a) ASARCO Hayden Smelter: The employer did not develop, implement and maintain a written hazard communication program at the site. Employees cleaning the concentrated material at the Converter Baghouse area were not trained on the hazards associated with these activities.   NOTE:  A comprehensive hazard communication program needs to include the following required elements:  1) A written program specific to the company.  2) Material safety data sheets.  3) A hazardous chemical inventory list.  4) Labeling of all containers.  5) Documented employee training.
