29 CFR 1926.651(b)(1): The estimated location of underground utility installations, such as sewer, telephone, fuel, electric, water lines, or any other underground installations that reasonably may be expected to be encountered during excavation work, were not determined prior to opening an excavation.        (a)     On or about 08/25/16, at 29 Van Buren Street in the village of Holley, New York, during an excavation project to remove an existing "under drain" the bucket tooth of the excavator punctured a plastic main releasing natural gas to the atmosphere.    ABATEMENT CERTIFICATION REQUIRED
