29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person (i.e., a person who is capable of identifying exis(a)(LOCATION)(IDENTIFY THE HAZARDOUS CONDITION AND THE DEFICIENT ACTION)  On or about 08/18/2016, where workers were engaged in framing activities of a multi floor residential building, the employer did not ensure that they were protected from falling. On the date above four workers were observed on top floor of the building without any means of protection.
