29 CFR 1926.20(b)(2): The employer did not initiate and maintain programs which provided for frequent and regular inspections of the job site, materials and equipment to be made by a competent person(s):    (a)  On or about September 8, 2016, Trafton Roofing & Repair Service, LLC, as the controlling contractor, did not conduct safety and health inspections of the job site by an individual who is aware of the safety and health standards and/or an individual with sufficient authority to control or eliminate hazards.    Trafton Roofing & Repair Service, LLC was previously cited for a violation of this Occupational Safety and Health standard or its equivalent standard which was contained in OSHA Inspection Number 982720, Citation Number 1, Item Number 1, and was affirmed as a final order on August 18, 2014, with respect to a workplace located at 1740 Arbor Way, Colorado Springs, CO.
