29 CFR 1926.300(b)(4)(iii): Special hand tools for placing and removing material shall be such as to permit easy handling of material without the operator placing a hand in the danger zone. Such tools shall not be in lieu of other guarding required by this section, but can only be used to supplement protection provided:    On the south side of the construction site, an employee operated a Milwaukee cordless skill saw while cutting an aluminum wedge without the use of a hand tool to properly secure the material was exposed to amputation hazards.

29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe conditions and the regulations applicable to his/her environment to control or eliminate any hazards or other exposure to illness or injury.    On the south side of the construction site, the employer did not ensure employees were properly trained in using skill saws to cut small aluminum pieces that were too small to hold by hand exposing the employees to amputation hazards.
