All mills irrespective of the size of the rolls or their arrangement (individually or group-driven) did  not stop within a distance, as measured in inches of surface travel, not greater than 1 1/2 percent of the peripheral no-load surface speeds of the respective rolls as determined in feet per minute:    (a) The Farrell rubber mill stopped approximately 22 seconds after the emergency safety device (trip rod) was activated and the front roller traveled approximately 13 feet which was more than the 16 inches allowed. No training was provided regarding the safety data sheets (SDS), how to access these during the workshift and the order of information contained in the SDS.  No training was provided on the GHS (Globally Harmonized System) label format (including pictograms, signal word, hazard statements, and precautionary statements) on labels received on shipped containers.  Also, training was not provided on the workplace labeling system used by the employer, nor was training provided on the employer's written hazard communication program.    The Linear Rubber Products, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1910.2011(h), which was contained in OSHA inspection number 107544, citation number one (1), item number ten (10) and was affirmed as a final order on February 16, 2012, with respect to a workplace located at 5416 46th St., Kenosha WI 53144.
