These policies include, but are not limited to, the use of a proper fall protection system. 29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee who might be exposed to fall hazards that would enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:   a) On October 21, 2016 and at times prior thereto unsupervised employees performed roofing activities on an 8 in 12 pitched roof without personal fall protection in place for three days.  The employees did not recognize or acknowledge the hazards of working without fall protection nor did they take any action needed to minimize the hazard. 29 CFR 1926.501(b)(13): Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system:  a)  The employer does not ensure that employees use a fall protection system when exposed to serious fall hazards while performing roofing work activities.  This condition was most recently observed at 4684 Alopex, Post Falls ID, on October 21, 2016.  Employees performed roofing activities at a new residential construction jobsite on an 8 in 12 pitched roof without a fall protection system in place.  This exposed the employees to fall hazards up to 18 feet from various locations on the roof to the ground below.   Springer, LLC dba Halfhide-Kline Roofing was previously cited for a violation of this occupational safety and health standard, 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 655459, citation number 1, item number 1a, and was affirmed as a final order on February 15, 2013, with respect to a workplace located at 1859 Warbly, Post Falls, ID 83854.   Note) Certification and documentation of corrective action are required for this item.
