During the four-year phase-in period for operator certification or qualification, as provided in 29 CFR 1926.1427(k), the employer did not train each operator who has not yet been certified or qualified in the areas addressed in 29 CFR 1926.1427(j):    The operator of the Skyhook Model 85D truck mounted crane used to lift commercial signs was not adequately trained to operate the equipment safely, nor was the operator evaluated to confirm that he understood the minimal information provided on the job training.
