The employees were exposed to a fall hazard up to 14 feet to the ground below.

The employees were exposed to struck-by/ fall hazards from up to 14 feet to the ground below.

29 CFR 1926.451(g)(1)(v): Each employee on a walkway located within a scaffold shall be protected by a guardrail system (with minimum 200 pound toprail capacity) installed within 9 1/2 inches (24.1 cm) of and along at least one side of the walkway.  On November 1, 2016 employees were working on a supported tubular frame scaffold where the mid and top railing was nonexistent or inadequate as to prevent employees from falling.  The employees were exposed to a fall hazard up to 14 feet to the ground below.
