29 CFR 1926.20(b)(2): The employer did not initiate and maintain a safety program which provides for frequent and regular inspections of jobsites, materials, and equipment to be made by a competent person:      (a)  On or about October 18, 2016, Eagle Roofing, as the controlling employer, did not ensure that the employees of a subcontractor, were safe from health and safety hazards by conducting effective regular and frequent safety inspections of the job site by a competent person, and ensuring hazards were identified and mitigated such as, but not limited to, fall hazards.      Abatement Note: Abatement certification is required for this item (see enclosed "Certification of Corrective Action Worksheet").
