29 CFR 1926.416(a)(1): Employees were permitted to work in proximity to electric power circuits and were not protected against electric shock by de-energizing and grounding the circuits or effectively guarding the circuits by insulation or other means:  a) At the jobsite, an employee was exposed to an electrical hazard of 7,200 volts while carrying 30 foot aluminum gutters up the ladder and positioning them on a roof with power lines 12 feet 4 inches from the roof edge and were not de-energizing or effectively guarded or insulated. This violation was discovered on or about November 4, 2016.
