29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems.    a) 251 E 61st Street, New York, NY:     The employer did not ensure that an adequate guardrail system was in place along the unprotected edges of the floor opening to the basement stairs, thereby exposing employees to fall hazards of up to 8 feet.    This hazard was observed on 11/9/16.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:    a)  251 E 61st Street, New York, NY:    The employer did not ensure that the interior stairs leading from the basement to the first floor and the first floor to the second floor were equipped with at least one handrail and a stair rail system along the unprotected edge of the stairs from the first floor to the second floor.    This hazard was obseved on 11/9/16.
