29 CFR 1926.652(a)(2): Protective systems did not have the capacity to resist without failure all loads that were intended or could reasonably be expected to be applied or transmitted to the system. At this work place, employees conducted construction operations in an excavation greater than 5 feet and the protective shield system did not prevent the soil from sloughing back into the excavation.
