Employees were required to climb down construction debris pile during breaks. One employee was injured when his foot caught on chain links causing him to slip and fall over ledge approximately 10 foot in height. Condition occurred on or about 1/3/2017

29 CFR 1910.23(c)(1): Open sided floors or platforms 4 feet or more above adjacent floor or ground level shall be guarded by a standard railing (or the equivalent as specified in paragraph (e)(3) of this section) on all open sides: a) Construction debris transfer station Platform used to load rail cars was not guarded to prevent employees from falling off ledge. Employees were exposed to 10 foot fall hazard when they climbed down construction debris pile during breaks. One employee was injured when his foot caught on chain links causing him to slip and fall over ledge onto concrete floor. Condition observed on or about 1/3/2017
